This was a Live Games prize, I don't think it dropped from fishing/games/digging.

Abit more unique than some of the others found 696,969 times and could even work for Charl worshipers (outside the indigo) instead of just that evil eel lord Ghezresh..

Can confirm this was the only spell prep choosen from the live games.It was also the better of the two.

Does anyone know how this will play with a current spell circle specific spell prep? Which one takes precedent over the other?

It works on the order of priority as set out in your PREP PHRASE list. I use an alias to switch my phrases around for different spell circles.
